Incorporating Flexibility in Utility Resource Planning
| By Energy Exemplar
The trend of increasingly variable net load is characteristic of all power systems with increasing penetration of wind and solar energy. As the amount of renewable energy increases, decreasing minimum net loads and increasing net load ramps require more frequent starts and stops, ramps and cycling, all of which impose costs and stress on the dispatchable generation fleet. Operational flexibility is needed to cope with varying net load.

Innovative Revenue Metering With Existing Instrument Transformers to Enable New Metering Challenges
| By Locamation
New legal boundaries between TenneT TSO and Distribution Network Operators are located at the primary connections of the power transformers in the substations. The new boundary resulted in a demand for revenue metering at these points, which presented a challenge due to the absence of metering equipment. This paper presents the investigation of an alternative for a complete retrofit using corrections for existing instrument transformers in combination with an intelligent metering system.

Integration of Wind and Solar Energy in the California Power System: Results from Simulations of a 20% Renewable Portfolio Standard
| By Energy Exemplar
California’s existing Renewables Portfolio Standard (RPS) requires utilities to supply 20% of all consumed electricity from eligible renewable resources by 2010. Compliance with the RPS is now anticipated in the 2011-2012 timeframe, with the exact timing dependent on load growth, contract implementation, and other factors (CPUC 2010a). The majority of new renewable generation capacity needed to realize this goal will come from additional variable energy resources, primarily wind and solar technologies.

Intertec: Passively-Cooled Shelters for Remote Equipment in Hot and Arid Climates
| By Intertec
The reliability of electronics equipment is dramatically shortened if it operates in very hot conditions, which is why much electronic equipment incorporates fan cooling. Equipment builders designing for arid climates have always faced considerable environmental protection problems. Traditional cooling techniques require a power supply, which often poses severe difficulties. The problem is growing bigger as the topology of SCADA evolves towards more distributed and unmanned systems, and new solutions are being sought. Although solar cells and DC powered air conditioning techniques are making progress, their relative lack of efficiency, together with the problems of battery lifecycles in hot climates, continues to make environmental protection complicated and expensive.

Irish and British Historical Electricity Prices and Implications for the Future
| By Energy Exemplar
This paper compares retail and wholesale electricity prices in SEM, the market of Ireland, and BETTA in Great Britain. Estimated wholesale costs are much lower in BETTA. We show that this is mostly because the wholesale price in BETTA is set too low to cover generation costs, although it is compensated by large retail margins. The substantial need for new investment in generation in Great Britain suggests that returns to generators will have to increase. Developing a market mechanism to compensate generators fairly while simultaneously reducing retail revenue will help in achieving this goal.
