CNPC Starts Construction Of 10 Million-Ton Refinery Project In China

China National Petroleum Corporation (CNPC) said that Liaoyang Petrochemical Company Ltd. has started building 10 million-ton refining for processing crude oil imported from Russia. On February 17, 2009, China and Russia signed a long-term oil trade framework agreement, under which Russia will supply China 15 million tons of crude oil per annum from 2011 to 2030.

Liaoyang Petrochemical's new refining project mainly includes a 1 Mt/a hydro cracking unit, a 2 Mt/a hydro fining unit, and a 30 kt/a desulphurization and sulfur recovery unit, as well as new storage tanks, a recycled water plant, a substation and other supporting facilities. All the works are expected to be completed by the end of 2010.

In addition to Beijing- standard diesel, the project will also produce naphtha and other petrochemical raw materials, providing substantial support to the downstream aromatics industry.
